Enresa, as a public company, is subject to the regulatory control of various organisms of the State General Administration, who validate the planning of its activities and supervise the company’s actions.

The Ministry of Ecological Transition is the body responsible for establishing the policy with regard to the management of radioactive waste. The Nuclear Safety Council is the Spanish authority for nuclear safety and radiological protection. The shareholders of Enresa are the Research Centre for Energy, Environment and Technology (Ciemat) and the State Industrial Holdings Company (SEPI). Finally, Enresa reports the Spanish Parliament on its activities and projects, communicates legislative needs and provides information on technological innovations in its field of activity.

The General Radioactive Waste Plan (GRWP) is the reference framework that clearly and concisely sets out the strategies and activities to be carried out in the field of radioactive waste management. The 7th General Radioactive Waste Plan, approved by the Spanish Government on 27 December 2023, is the reference document currently in force.

As a public company responsible for an essential public service, Enresa is subject to oversight by Parliament and the Government through different bodies. Oversight of Enresa is exercised, on the one hand, by the Nuclear Safety Council, which, by designation of Parliament, is the Spanish regulatory body for nuclear safety and radiological protection.

For its part, the Government’s oversight of Enresa is carried out through the supervising ministry, the Ministry for the Ecological Transition and the Demographic Challenge, which establishes the waste management policy to be followed in relation to radioactive waste through the Secretariat of State for Energy and the Secretariat of State for the Environment. In this way, both the Ministry for the Ecological Transition and the Demographic Challenge and the Nuclear Safety Council assume regulatory and licensing responsibilities.

In turn, the Ministries of Finance and of Science and Innovation participate in decision-making regarding the company’s operations through Enresa’s shareholders: the State Industrial Holding Company (SEPI), which holds a 20% stake in Enresa, and the Centre for Energy, Environmental and Technological Research (CIEMAT), which holds an 80% stake in Enresa.
