General Radioactive Waste Plan

The General Radioactive Waste Plan (GRWP) is the document setting out the strategies and activities which must be carried out in Spain with regard to radioactive waste, the dismantling of facilities and the economic and financial analysis of these activities. It is approved by the Council of Ministers and reviewed and updated on a regular basis.

Since the creation of Enresa, there have been seven General Radioactive Waste Plans, which have set out the courses of action and the objectives for the integrated waste management system which the company has developed and implemented over the years.

The 7th General Radioactive Waste Plan was approved by the Council of Ministers on 27 December 2023.

The 7th PGRR is adapted to Directive 2011/70/Euratom, which establishes a community framework for the responsible and safe management of spent nuclear fuel and radioactive waste.

A lengthy process was required to obtain its approval, which began in 2020 when the draft Plan was made public. For the first time, the Plan has been subject to strategic environmental assessment, including public consultation, and to a report from the Nuclear Safety Council and the Autonomous Communities.

This plan sets out the company’s main milestones in the management of radioactive waste, as well as the activities that we will need to face in the coming years. The 7th PGRR is consistent with the evolution of the electricity generation mix envisaged in the National Integrated Energy and Climate Plan (PNIEC), and with the Protocol for the orderly shutdown of nuclear power plants, signed in March 2019 between Enresa and the owners of the nuclear power plants.
